Managed
Campaigns
United Way of Greater Greensboro serves as the area manager of three
governmental combined campaigns: the Combined Federal Campaign (CFC), the
City/County campaign and the State Employees Combined Campaign (SECC).
Combined campaign means that each campaign includes a number of giving
opportunities, including United Way and other federations and independent
charitable organizations that are made available as workplace giving options to
that employee group.
The explanations below were furnished by the three managed campaign
organizations.

The State Employees Combined Campaign (SECC) is the only charitable giving
program authorized for payroll deduction for most state employees. The SECC
enacted legislation adopted in 1981 can be found in the North Carolina General
Statutes (GS 147-82). Campaign regulations were developed by the North Carolina
Department of Administration in 1984 following procedures required by the
Administrative Procedures Act.
"Combined Campaign" means that the campaign includes several
federations and independent agencies (i.e., America's Charities, Earth Shares,
Environmental Federation of NC, Independent Charities of America, International
Service Agencies, National Health Agencies, NC Community Shares, United Arts
Council of Raleigh and Wake County, United Way and any independent agencies of
other federations that meet the eligibility criteria as outlined in the North
Carolina Administrative Code). Organizations must apply annually for
consideration.

Through one annual fundraising effort, the City/County Employees Campaign
provides the opportunity for city/county employees to make contributions in
support of many local programs and services. Employees may do so by designating
all or part of their gift to any of the federations, their member organizations
or unaffiliated organizations listed in the campaign brochure.
The City/County Employees Campaign is managed by United Way of Greater
Greensboro, a participating organization with the City/County Employees
Campaign.
The City/County Volunteer Advisory Committee, composed of City and County
employees, organizes annually, provides oversight of campaign activities and
determines the eligibility of the applicant organizations.
